The domain skills aren't glitched, the only glitch is when the server hits a snag and causes it to either improperly cast or not place where you put it.
Generally, that means you're going to EE. In times of high population and stress, it just means the server didn't know what on earth you were doing and just tried its best.
It's most notably common if you were, say, on CT62F with Paige, Buffy, Flutter, and I over the weekend. It caused a few of my skills to activate improperly. Now, improperly does not necessarily mean "didn't cast", it just means that 'it didn't cast like it should". It can, however, eat your casts on occasion. Whirlwind generally displays that hiccup easiest.
Whirlwind, no matter what level it is, always has 4 "tornados" at the edges of its range. In times like this, sometimes you may see 3, or even just 1. You might say "but Flannel, that's only a visual bug!", but no. In instances like that, the range is exactly equal to the number of tornados on screen, meaning that if you only have 3, your effective range turns from a circle to a coned triangle. If you only have one, it's a bar.
The way Whirlwind works, is that each tornado acts as a bar, with the other end centered on the caster. It hooks to any other "bars" that caster has out. Think of it like a duck's webbed feet. They don't have web that isn't connected to their toes, but they do have web between it.
X = No hit
O = Hit
C = Caster
Z = Whirlwind
So if only 3 tornados spawn...
Now just one...

Domain skills, however, have a fixed range, which is exactly identical to a fully-functioning Whirlwind's area of damage. Don't get that confused though: Whirlwind is supposed to be fixed to its area of effect, but server hiccups and lag can kick that in the trash. Domain skills range don't change no matter what.
So if a domain skill doesn't work, it's likely the server ate your spell. It happens rather frequently in high stress times, like during the EXP event in populated maps like CT62F. I've seen my Domain get crunched quite a bit.
